With a Democratic Lt. Governor, a Republican House leader soliciting ideas from constituents, and a tie in the State Senate, no one knew quite what to expect from the 2007 Oklahoma Legislative Session.

Some political observers had high hopes for bi-partisanship, but critics warned that this would be a budget only session because controversial bills would be unable to garner enough Senate votes to pass.

So was that the case?
